If it were mineI would find out why its idling too slow as you may have one carb fouled in its idle circuit and the other one is trying to do all of the workif memory serves me correctly on that new of motor there is not a provision to adjust the idle mix as it is a fixed jetnor is there an idle speed screw at the throttles cam arm. Outboard motor designs vary depending on make and model but all operate on similar principles.

If you have a anti-syphon valve on your fuel tank most US boats seem to have them it can failget clogged up and stalling at idle with the primer bulb soft or flat is the giveaway symptom.

The request is at 29 cause the engine is now idling higher than the ECU expects and it is trying to lower the idle speed. However if you unplug any other sensor on that motor it will lock base timing and idle at about 1100 RPMtop speed. 199 40HP 2 stroke Merc stalls at low idle idle circuit is the first thing to check when a motor pops it means its running lean generally caused by gummed up idle circuit passages and you will notice if you choke it the popping will go away. Outboard motor sneezing is an audible result of a lean fuel mixture resulting from problems in the carburetor. Described variably as a sneeze cough or stutter an outboard motor or any engine will lose its ability to run smoothly if it does not receive enough fuel.
In small engines the culprit is the carburetor. Maybe a half-turn counterclockwise to let more air in and lean out the mixture might help. The best procedure would be to get the engine warmed up idle down in neutral as low as you can go without stalling then give the idle mixture screw a half-turn counterclockwise.

Reconnected all fuel lines and tested on the earmuffs at idle and fast idle for 15 minutes. I ordered the fuel pump assembly that I do not need but at least it is fixed. Drain some of the gas from the VST to see if there is junk in it as others stated check the pressure at the fuel rail if you key on the pressure should spike to apx 37-40psi for about 4sec if you have pressure then your high pressure pump is working and its likely a VST issue.

Not sure on your motor Post back on what you plan to do. I have a 2002 Dauntless 16 with a Mercury 90-HP FOURSTROKE. When I shift from Forward to Neutral or when at idle the Mercury 90-HP FOURSTOKE outboard engine dies.
