If you have a anti-syphon valve on your fuel tank most US boats seem to have them it can failget clogged up and stalling at idle with the primer bulb soft or flat is the giveaway symptom.

199 40HP 2 stroke Merc stalls at low idle idle circuit is the first thing to check when a motor pops it means its running lean generally caused by gummed up idle circuit passages and you will notice if you choke it the popping will go away. Outboard motor sneezing is an audible result of a lean fuel mixture resulting from problems in the carburetor. Reconnected all fuel lines and tested on the earmuffs at idle and fast idle for 15 minutes. I ordered the fuel pump assembly that I do not need but at least it is fixed.
