Just finished a rebuild of the carburetor using JohnsonEvinrude carb kit 439074. Carb was torn all the way down to a bare shell soaked on carb cleaner overnight and then cleaned with spray cleaner and compressed air. The welch plugs were removed for this.
Check the fuel valve rises and falls in its housing freely. Sometimes just rotating the moving part against its seating is enough to clear and free it off. You notice the fuel flow from the carb more on revving the engine because it has an engine operated fuel pump which increases fuel pressure and flow as the engine goes faster.
If you tilt the engine to an extremely high angle it is very possible that the fuel in the carburetor float bowls can escape. If you have gasoline leaking into the transom splash well when the engine is tilted up to maximum it is most likely coming from the carburetors. Of course you cannot confirm this without checking for a leak but this is a rather common occurrence on engines with carburetors.
It is also possible that there is a bad float valve in a carburetor. There is quite a bit of fuel mix the fuel that runs out is quite substantially oily running out from the front of the carbs if I tilt the motor say when we get to a shallow area and switch off. The motor also runs on after switching off the ignition for around 5 to 10 seconds.
Actually I think its a stuck float needle in the carb. That would cause it to flood the engine and not restart. Also there is carb bowl vent hole in the top of the carb.
A stuck needle would cause it to squirt out of that vent hole onto the tab above it making it look like its coming out block. Stickley my personal thought. Several things cause a carburetor to leak gas.
