Check the power supply to the relays from the start solenoid if you have power there check the power going to the trim motor blue and red s 6 2 If you have voltage to the blu and red while operating the trim switch the motor is bad if no voltage the relays are bad. There are two fuses one a 20 amp cylinder fuse in the solenoid signal wire red. Another 110amp fuse is on the solenoid itself. If either has blown the motor will not run.

If you read that much idle voltage at battery terminals then I think you might have a bad connection and you are getting a false high due to terminal resistance. That would also cause changes in trim motor speeds along with sluggish starting. If you disconnect the cowling switch the trim will not work remotely from any switch.
If it runs when disconnected then it is a relay or a solenoid. Theres no power going to the trim motor unless the relay or solenoid is engaged closed. The problem is not with your trim motor unless a wire has worn through and is shorted to a hot lead somewhere.

Get a voltmeter if you dont have one. If the control handel still does not work you jump the three wire connector mounted on the pump with a paper clip to verify the fuse solenoid operation and motor operation. If good to there but no handel operation suspect harness wiring damaged wiring in.
For the trimtilt problem you are experiencing if the wires from the limit switch port side and trim position sender starboard side are in good condition they Switch or sender can be disassembled to clean out the old hardened grease. SCRIBE the sides of each one and the OD for a reference mark before removal. If the tilt and trim motor works fine but the engine wont raise or lower slips down when in the raised position or wont stay trimmed chances are that the problem is with the hydraulic pump or valve body assembly.

Test the voltage at the solenoids with the trim motor wires disconnected and see if you get 12 volts at those terminals. If 12 volts is present then the trim motor or the wires to it are shorted and need to be replaced or the pump itself is in need of work. If you find that your motor wont hold trim in either direction or if you see a small leak around the seal of the hydraulic cylinder install a new hydraulic manifold assembly.
